For about
20 years plumbers installed polybutylene
pipe (wikipedia.org),
which was once considered cost-effective and seemed to be very
durable. As time passed, Chlorine (Cl) was added to our domestic
water supply and in turn broke this material down.
Problems with
leaks led to a class action lawsuit, Cox vs. Shell Oil, that was

Atlanta water and sewer
supply systems build up pressure with higher psi during the times
that usage is low (e.g., at night). As the psi rises at night or
during times of low usage, the polybutylene material eventually can
not withstand the pressure due to the sewer
lines
being broken down by the Chroline, causing
small holes in the polybutylene.
This causes
leaks. It takes a special kind of dedication on the part of the
repairman to identify these kinds of leaks. It also takes a dedicated
contractor- one who is not bound by a franchise- to accurately and
honestly identify and correct.
